Description:

transparent floating auto-hiding scrollbars with no buttons (main scrollbar will only appear when mouse is over it, others will appear when mouse is over area being scrolled)

only affects web pages, not the user interface

The seemingly unnecessary rules and selectors are to override scrollbar styling from other styles and themes. If you are having a conflict between this style and something else and want me to fix it, let me know.
