New Gmail - Visible Scroll Bar

Description:

Makes the scroll bar in the new Gmail a visible blue color. I really like the new Beach theme but the scroll bar is too light. This makes it blue no matter which theme you try.

Notes: The color is controlled by the rgba(0, 122, 255, 0.7). The first 3 are R G B parameters. 0.7 has to do with transparency.
