Look at this theme by there.is.only.xul for example: http://freestyler.ws/style/105042/google-hide-grid-scrollbar

The syntax is:
@-moz-document regexp("https?://(www\.)?(?!(userstyles\.org|docs\.google)\..*).*")
{
}

This syntax should make the theme apply to all websites excluding...
http://userstyles.org and https://docs.google.co.uk (for example).

(?!) contains the sequence to ban from the regexp.
