Dark Default Background for All Browser Pages

Description:

This sets the default color of every page's html to dark grey (#333). It should lessen the window of time when new pages create a flash of white, but can't ultimately fix every browser's case of the flash of white (see https://bugs.chromium.org/p/chromium/issues/detail?id=470669 ).
