Experimental, Global: MaxSpeed Image Rendering

Description:

Target platform: Firefox; Perhaps Chrome/Webkit (?). Applies CSS 'image-rendering:optimizeSpeed' rule globally on images, backgrounds, video, and canvas. I have no idea if this does anything meaningful in regards to browser speed/performance/stability/memory-use. Just checking.
