Description:

In Chrome URL statusbar tooltip bubble sometimes stops appearing on link hover.

Relevant Chrome bug is https://code.google.com/p/chromium/issues/detail?id=345698

Unlike native tooltip bubble displays even form targets.

This style is just a silly hotfix with own bugs:
- real HREF attribute value is shown, not computed URL. (It might be a benefit as well :])
- if page styles :after content of link, it disappears during hover
- cannot get out of iframes
- focused link does not generate buble (no way to nicely replace :focus bubble with :hover of other link when both are in effect)

Changelog
2014-03-14 brutalized and fixed wrong positioning in certain cases, correct placement in viewport corner (window, iframe) should be ensured now. Added form target display.
2017-02-17 letter spacing and text transform corrected (Interesting, original bug reappeared after three years…)
